Brazilian Project on Open Educational Resources

The "Brazilian Project on Open Educational Resources: Challenges and Perspectives" is one of the first projects in Brazil that tries to appropriate the international discussion around Open Educational Resources to the Brazilians reality and perspectives. This project is funded by the Open Society Institute. We are trying to localize international experience, “tropicalizing” it!

The definition we adopt for the purposes of this Project is widely used and is the most broad in scope, as our goal here is to cast a wide lens on a variety of projects in Brazil. Crafted by The William and Flora Hewlett Foundation, it states that OER are teaching, learning and research resources that reside in the public domain or have been released under an intellectual property license that permits their free use or re-purposing by others. In this sense, OER includes learning content, software tools to develop, use and distribute any kind of content, and implementation resources such as open licenses. From the Open Education Declaration: “These resources include openly licensed course materials, lesson plans, textbooks, games, software and other materials that support teaching and learning. They contribute to making education more accessible, especially where money for learning materials is scarce. They also nourish the kind of participatory culture of learning, creating, sharing and cooperation that rapidly changing knowledge societies need.”

The objectives of the project include:

1) The development of a Green Paper mapping the situation of OER in Brazil trying to understand how the educational policy is favorable to OER and how the public money flows into educational materials (mainly textbooks). This paper will also develop some case studies of Brazilian projects that can be classified inside the OER definition. Find here the Executive Summary of the Green-Paper. The idea is to reach a series of recommendations for policy on OERs for Brazil;

2) The collaborative development of a toolkit focus in OER to be later distributed and promoted in Brazil. In this toolkit the idea is to clarify concepts around OER, put examples of strategies, Intellectual Property issues - such as licensing, tools and business models around OER, and also best practices that are emerging in the OER community. This initiative will count on an ample community of representatives from academia, industry and government.

The work in progress around the OER Brazilian Toolkit is being developed by a Brazilian community here in this wiki. The discussions and its results will be in Portuguese.

3) Contribute to the development of a network of international initiatives and Brazilian initiatives on open educational resources.

4) Hold a OER-BRAZIL final conference to show results, discuss recommendations, present international and national projects. The idea is to transform the conference in a working group and/or draft some consensus from the conference targeting a future public policy for OER in Brazil.

Work in a roadmap to organize the participation of the Brazilian OER community at the National Education Conference in 2010 (CONAE 2010)

Collaboration with UNESCO

With OSI support and institutional support of UNESCO and Fundacao Getulio Vargas Law school in Sao Paulo, we will host a series of hearings in the Brazilian Congress during 2010 on OER concepts and policies.

The efforts also are around the organizations of an OER toolkit.
